Open Question: Noise Insulation____?

I live in a council flat and have 1 neighbour on top of me.
They have two kids (2+5) and the 2 yr old wakes me up ever morning. It wouldn’t matter if it was once every week but its EVERY day.
I don’t get in from work until 5, and he starts at around half 7 each morning, screaming, banging to get out of his cot, screaming some more and his parents don’t get up for him, so i’m only getting about 2 hours sleep, and if i try to sleep in the day it’s even worse with all his toys and stomping/screaming around.
I really don’t know what to do, the ceilings in this place are awful, i hear every word they say.
Do you think if i explained everything to the council they would fit noise insulation into my ceilings, or their floors!
Even if i had to pay a little i wouldn’t mind but do you think they’res any point in enquiring about it?
